The Royal University of Phnom Penh (RUPP) is Cambodia’s oldest and one of the largest public universities. Indeed, the Faculty of development studies (FDS) is the most relevant to the TranSEA project. This faculty has three departments including the Department of natural resources management, the Department of community development, and the Department of economic development. It also has successfully run the Master's program of development studies for 14 years. The number of publications regarding economics, forestry and environment have reached the most from FDS’s professors regarding economics, forestry economic, and social development.

Most of the resources person are full-time lecturers, there are also invited experts from the government (Ministry of Environment, Ministry of Land Management, urban planning, and construction, CDRI, USAID-Greening Preylang, and other experts) to lecture in Master program of development studies and as the guest lectures.
